About the Institute
The National Institute for the Empowerment of Persons with Intellectual Disabilities (Divyangjan), Regional Centre, Kolkata, is a unit under the Department of Empowerment of Persons with Disabilities, Ministry of Social Justice & Empowerment, Government of India. Established in March 1986 at Bonhooghly, B.T. Road, Kolkata, it is a premier institute offering professional training and services in the field of intellectual disability. The centre also runs various long- and short-term RCI-approved programs, conducts national conferences, seminars, awareness and outreach camps, and provides early intervention, vocational training, and clinical services for children and persons with intellectual disabilities.
About the Course
The B.Ed. in Special Education (Intellectual Disability) is a two-year professional degree program affiliated to West Bengal State University (WBSU) and approved by the Rehabilitation Council of India (RCI). The program aims to prepare special educators to work with children with intellectual disabilities in special schools, inclusive classrooms, and community-based education settings. The course aligns with the Rights of Persons with Disabilities Act, 2016 and is designed to meet the rising need for trained special educators in India.
Course Content
The program is delivered in semester mode and carries a total of 80 credits (2,400 hours), with a practical to theory ratio of 60:40. Key components include:
- Core Courses: Human growth, teaching assessment, pedagogies in science, math, social studies, Hindi/English
- Cross-Disability and Inclusive Education: Introduction to disabilities, inclusive education, life skills, ICT, community-based rehabilitation
- Disability Specialization Courses (ID): Identification, curriculum adaptation, intervention strategies, assistive technology, family issues
- Enhancement of Professional Capacities (EPC): Reading texts, art and drama, basic research and statistics
- Practical Components: Special school visits, classroom observations, teaching practice, and internships
- Employability Skills: Training in professional and life skills to enhance job-readiness
Eligibility
- Minimum 50% marks in Bachelor’s or Master’s degree in Sciences, Social Sciences, Humanities
- OR 55% in B.E./B.Tech. with specialization in Science/Mathematics
- Relaxation and reservations applicable as per Government norms
- While there is no fixed age limit, preference is given to candidates under 35 years of age
Approximate Fees
- Annual Tuition Fee: ₹29,000
- Caution and Library Deposit: ₹3,500 (Refundable)
- Hostel Charges: ₹7,500 + ₹1,500 (Deposit)
- Total (Approx.): ₹41,500 per year
Note: University-related fees such as registration and exam fees are charged separately as per university norms.
Admission Procedure
Admission is based on merit through an entrance examination followed by an interview and counseling. The entrance exam consists of multiple-choice questions on General English, Mental Ability, General Knowledge, and Special Education.
Medium of Instruction
The medium is English, but students may write examinations in Bengali or Hindi.
Attendance Requirement
- 80% for coursework
- 90% for practicum
- 100% for school internship
(Up to 10% condonable by the Head of Institution)
Hostel Accommodation
Limited hostel accommodation (separate for boys and girls) is available on a first-come, first-served basis for outstation students.
Certificate Awarded
Successful candidates will receive a B.Ed. in Special Education (Intellectual Disabilities) degree awarded by West Bengal State University, Barasat.

Admission Cycle
Admissions are generally held once a year. In recent years, the entrance examination has been conducted in early August, and applications have closed by early July.
